About this Role

Venn Academy Trust, in partnership with Hull City Council, is seeking an exceptional senior secondary leader to redesign and deliver Hull’s secondary inclusion and alternative provision model. This is a system reform role focused on practical implementation.  Not a service manager or behaviour consultant post.

You will be a Deputy Head level leader (or equivalent) with strong pastoral and SEND expertise, able to bring clarity and consistency to secondary inclusion across the city. Hull is strengthening its graduated response so that alternative provision is time limited, reintegration focused, and aligned with strong mainstream inclusion.

Hull’s priorities include:

  • Reduce secondary suspensions and permanent exclusions
  • Improve reintegration rates from alternative provision
  • Prevent unnecessary drift into long-term placements
  • Strengthen mainstream behaviour and SEND capacity
  • Stabilise alternative provision expenditure

The postholder will lead this work in partnership with secondary schools, alternative provision providers, and local authority services.

The role

As Secondary Inclusion Director Lead, you will:

  • Implement Hull’s revised secondary alternative provision model
  • Establish clear Step Out and Day 6 pathways with defined time limits and return plans
  • Embed a citywide reintegration framework
  • Build capacity with headteachers, SENDCOs, pastoral and inclusion leads
  • Improve suspension practice and reduce repeat cycles
  • Align SEND processes with inclusion reform
  • Provide clear data analysis and reporting to governance boards
  • Reduce dependency on long-term placements

The focus is practical implementation, not policy writing.
